1076 — Solemn Declaration — Student Financial Assistance: online oath commissioning

Form 1076 from Student Financial Assistance (Québec) requires a declaration under oath. Here is what matters before you have it sworn.

Form 1076, “Solemn Declaration,” is required by the Loans and Bursaries Program of Student Financial Assistance (AFE) when a person cannot provide a document normally required to establish their situation (e.g. proof of income, status, or family situation that is unavailable or does not exist).

The person solemnly declares the facts they cannot otherwise prove, so that their loan or bursary application can be processed.

The oath, in brief

Form 1076 contains a declaration under oath (or a solemn affirmation): it must be signed before a person legally authorized to receive it — a Commissioner for Oaths, notary, lawyer, clerk, or justice of the peace.

In Québec, a Commissioner for Oaths can administer this oath remotely, by videoconference, when the required conditions are met (seeing and hearing each other, viewing the document, keeping it confidential).
