A parent may request health or social services for their child under 14 without the other parent's consent when that parent refuses to consent or it is not safe to ask them, notably in a context of family violence.
The parent must then obtain an attestation from the Directeur des poursuites criminelles et pénales (DPCP) by completing the request form, along with supporting documents (e.g. a copy of the child's birth certificate, a police statement).
The oath, in brief
