Statutory declaration in lieu of guarantor for a Canadian passport: how does it work?

A Canadian passport application normally requires a guarantor — someone who holds a valid passport themselves and has known the applicant for at least two years — to attest to their identity. When the applicant does not know anyone meeting these conditions, the Government of Canada provides for a statutory declaration in lieu of guarantor.

According to the Government of Canada, this declaration is obtained by contacting the passport program or a service location — it is not available for direct download like the other application forms.

In what situations is this declaration useful?

  • someone newly arrived in Canada, without a network of acquaintances who have held a passport for a long time;
  • someone socially isolated, with no eligible guarantor among their contacts;
  • any situation where no guarantor meeting the usual criteria is available.

Does this declaration need to be sworn?

Yes — according to the Government of Canada, it must be signed before a person authorized to receive a sworn declaration: in Canada, a notary public, a justice of the peace, or a Commissioner for Oaths; abroad, a Canadian consular or diplomatic official.

How do you get the form?

Unlike most passport application forms, this one is not directly downloadable from the Government of Canada website — you need to contact the passport program or visit a service location to obtain it.
