ME-0032 — Consent declaration for the permanent immigration of a minor child accompanied by one parent

When a minor child permanently immigrates to Québec with only one of their two parents, the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI) requires a consent declaration from the parent who is not accompanying the child — form ME-0032.

This form is specific to Québec's permanent immigration process, distinct from federal IRCC forms — always check which one applies to your file according to the instructions received from MIFI or IRCC.

Who must sign form ME-0032?

The parent who is not accompanying the child in their permanent immigration process to Québec, to confirm their consent to the process.

Does this form need to be authenticated?

Yes. According to the form, the declaration must be authenticated by an authorized person — a lawyer, a notary, a Commissioner for Oaths, a magistrate, a judge, a government official, or a consular or diplomatic officer, depending on the situation.
