SAAQ form 7532 20 is used to apply for an exemption from the penalty that prohibits putting into operation, acquiring, renting and registering a road vehicle (ICA penalty). One of the situations it covers is that of a person who has a business and whose vehicle must be driven by a third party as part of that business's activities.
For this situation, the SAAQ normally requires proof of an employee on payroll. If the business is a start-up or is in an exceptional situation that prevents providing this proof, a sworn declaration may be accepted instead: the "Sworn declaration" box must be checked, and section 6 of the form completed and signed before a commissioner for oaths.
The oath, in brief
Form 7532 20 contains a declaration under oath (or a solemn affirmation): it must be signed before a person legally authorized to receive it — a Commissioner for Oaths, notary, lawyer, clerk, or justice of the peace.
In Québec, a Commissioner for Oaths can administer this oath remotely, by videoconference, when the required conditions are met (seeing and hearing each other, viewing the document, keeping it confidential).
