Declaration of inability to reach the other parent: how does it work?

For a passport, travel or a school or administrative process, both parents' signature or consent is often requested. When the other parent cannot be found or reached, some organizations accept a sworn declaration explaining the situation.

This declaration sets out facts; it does not deprive the other parent of their rights and does not replace a custody or parental authority judgment. In case of conflict or dispute, consult a lawyer or notary.

In what situations is it requested?

  • a passport or travel document application for a child;
  • school registration or an administrative process requiring both parents;
  • travel abroad without the second parent;
  • an immigration process concerning a minor child.

What should the declaration contain?

  • the identity of the declaring parent and of the child;
  • the other parent's name and the date of the last known communication or contact;
  • the steps taken to reach them;
  • a statement of truthfulness.
